My old ps4 with controller and power cord CONTROLLERS ARE NOT CONNECTING 2024 seems to be a motherboard issue. Even with usb, even resetting everything, even it safe mode while connected via usb, the controller won't connect. Might be a wiring issue in the motherboard probably don't have to replace the whole thing but if you know consoles should be easy to fix.
